Positions

Our basic goals, as indicated in the Mission Statement, are fixed and unalterable.  However, the Association maintains an open mind on all issues and occasionally the positions expressed below may be modified with time and changing local situations.

Affordable Housing  We support this issue as currently defined in the Land Use Plan.  We support safe, pleasant, peaceful neighborhoods with a high quality of life for all residents.

 Animal Control  We were one of the driving forces in the creation of an animal shelter on Big Pine Key and we continue to support a strong program of animal control.  This includes support for the leash law. 

Anonymous Reporting of Violations  We support the right of residents to anonymously report police, code, and other violations.

 Aquatic Preserves / Marine Sanctuary  We supported the designation of the Coupon Bight Aquatic Preserve to protect its special ecological role in Big Pine Key’s environmental picture.  We supported the designation of the Sanctuary and urge adequate funding for its implementation.

Artificial Reefs  We support their development when done in an environmentally friendly manner with scientific backing.

Bicycle Paths  We support the development of bicycle paths throughout the Keys as an alternative to the current high levels of vehicular congestion and as a safer recreational opportunity for all people.  For safety reasons, we strongly recommend paths which are separated from the roadways by a grass or gravel median of at least 4 feet.

 Blasting  We support control and monitoring so that no damage occurs to other properties.

 Beautification of the Highway  We support highway beautification and encourage the development of the Scenic Highways Program which we initiated for the entire county.

Canals  We oppose the digging of any canals to create new communities or to expand existing communities.  We support the cleaning/dredging of existing canals where such actions can be scientifically justified to significantly improve the water quality therein.  We support the installation of weed barriers for canal entrances where properly permitted.  We also encourage all legislation designed to protect the water quality of the Keys canal systems.  We support the opening of plugged canals only if they are in full compliance with all U.S.A.C.E. requirements for depth, freedom from pollution, etc.

Code Enforcement  We recognize the need for vigorous code enforcement and support the development of an efficient, well staffed department.

Commercial Fishing  We recognize the economic importance of the commercial fishing industry and support zoning which concentrates such businesses in appropriately zoned areas as described in the Land Use Plan.

Community Crime Watch Program  We support the concept of community crime watch programs and encourage all residents to take an active role in reporting suspicious activities to the appropriate authorities.

Community Planning  We strongly support community planning at the local levels.

Condominiums  We oppose any additional condominiums.

 Deed Restrictions  We recognize community deed restrictions and encourage local property owners’ groups and the courts to fully enforce them.

Dredge and Fill  We oppose such activities.

Health Fair  We encourage Health Fairs and continue to support the Fair initiated by our Assn. in 1973.

Height of Construction  We support a 35’ limitation on all buildings as indicated in the Monroe County Comprehensive Plan.

Incorporation  We presently take no position on this matter but keep an open mind to the potential for such action in the future relative to Big Pine Key.

Jet Skis  We encourage and support legislation to ban their use in Monroe County.

Live Aboards  To foster high water quality and to protect property values of adjacent home owners, we encourage and support legislation to establish and vigorously enforce reasonable regulations for Live Aboard units in the Keys.  This includes the establishment and rigid enforcement of “No Discharge Zones” and the provision of pumpout facilities.

Mobile Home Parks  In accord with the Monroe County Comprehensive Land Plan, we oppose the creation of new parks, the expansion of existing parks, and rezoning of R.V. sites to Mobile Home sites.  For safety reasons, we support any legislation designed to gradually phase out mobile homes from the Keys.  We support legislation designed to improve the safety of existing units.

Noise & Sound Pollution  We support the Monroe County Noise Ordinance.

Organizations  We support those organizations within the spectrum of our Association’s philosophy as expressed in the Mission Statement and/or this list of Positions.

Politics  We encourage all residents to take an interest in politics and to follow the activities of the various county commissions, especially the County Board of Commissioners and the County Planning Board.  We support a biennial Candidates Night to bring the politicians’ messages to the electorate.

Population Density  We support zoning which will encourage the lowest possible population densities.

Public Utilities - Cable Television  We encourage monitoring of costs by the County.  We also encourage the licensing of at least two cable services which would encourage competition to improve both service and costs.

Public Utilities - Electricity/City Electric  We encourage monitoring of costs by the county.  We oppose the extension of service to areas not presently being served if such extension would promote additional growth.

Public Utilities - Sewage  We encourage the county to vigorously identify and eliminate all illegal cesspits.  We also support the use of whatever sewage treatment technology is scientifically deemed most appropriate for each home or community.

Public Utilities - Telephones  We support the efforts of those groups working to create a single local calling rate for the entire county.

Public Utilities - Water/F.K.A.A.  We encourage monitoring of costs by the county.  We oppose the extension of service to areas not presently being served but support service to existing homes currently on unsafe wells.

Recreation  We support the development of recreational and athletic facilities such as beaches, boat ramps, boat slips, nature walk areas, picnic areas, playgrounds, and similar amenities for the local population.

Residential Areas  We strongly believe that residential areas should be entirely free of all commercial and industrial activity.  This includes vigorous enforcement of the short term rental ban.

Roads - County  We support full maintenance of all roads but oppose extensive road widening projects on Big Pine Key.  We support the development of a road standard appropriate for our rural community and in accord with the Comprehensive Plan’s commitment to protect the Key deer.

Roads - U.S. 1  We oppose 4 lanes anywhere in the Keys or on the 18 mile stretch.  We support adoption of any plan with scientific validation which will provide improved safety for migrating Key deer.

Service Roads  We support service roads immediately adjacent to U.S. 1.

Shoreline Cleanup  We support all community cleanup programs and take an active role in this effort.  We have adopted the shoreline adjacent to, and west of Big Pine Key for regular, intensive cleanup days by Assn. volunteers.

Short Term Rentals  We strongly support a total restriction on short term rentals in residential areas.  We believe such rentals should be restricted only to those areas designated for hotel/motel rentals.

Single Family Residential Community  We strongly support all components of the Comprehensive Land Plan which protect the quality of life in single family residential areas.

Speed Limits  We encourage speed limits which will provide for the safety of both people and wildlife.  This includes support for a lower night-time limit.

Water Lens  We support all legislation designed to protect Big Pine Key’s fresh water lens against salt water intrusion and pollution of all types.

Wildlife Refuges  We support the Florida Keys National Wildlife Refuges and other supportive agencies in their various programs to protect endangered and threatened species.  We also support programs of land acquisition for this purpose.

Zoning and Appeals  We recognize the major importance of the zoning and appeals process and encourage regular monitoring of all cases anywhere in the Keys.  Where deemed necessary, and within our financial potential, we may appeal inappropriate decisions to the County Board of Commissioners or to the courts.
